The Shadow was winning.
They had a plan to seal the Bore. They knew that eventually Dragon would be reborn and have to deal with the Dark One in the New Age.
I'm pretty sure Demandred deserted before that plan was conceived. Besides, as far as I know, this 'rebirth' thing was not much believed in the Age of Legends, certainly not convincingly enough for three thousand year plans to be drafted based upon it.
Well, he deserted after three years of War, that lasted 10 years. So the last seven years is pretty much what it takes to implement the plan.
Could Moridin be a false Nae'blis whom the DO wants to replace with Demandred?
