At least some of the time.

We've seen other Forsaken (Lanfear, Moggy) take the form of a servant, or a novice.

The simplest explanation is that she hasn't beaten the oath rod, but just avoided it altogether.

And we've already seen that Forsaken don't think of themselves as DF's, or AS.
