1. We know from Lanfear that she doesn't consider herself a darkfriend, so if they asked Mesaana, she'd have truthfully said no. Nor did Lanfear consider herself an Aes Sedai, so she isn't a Black Ajah member either, and could truthfully swear to it.

This is the easiest explanation, and not complicated.

The second one is that she isn't disguised as a sister, and so didn't swear.


Neither of these actually meet Brandon's criteria of "how to _defeat_ the Oath Rod." Not how to avoid it. And there's no way Mesaana would let them halve her lifespan and trap her with the Oath not to use the power as a weapon.
