Agree.

I can't say this ever bugged me. I always assumed it was an ability of fades.

It makes zero sense that it is a true power weave that allows direct concious control of rats.

Yikes. But he was bound by it, he just had moments of freedom. He was active during the Trolloc wars and during Hawkwing and we know that he contacted the Black Ajah but we don't really know how much freedom he had. So no, I definitely had no clue that he wasn't bound.
Plus, Graendal tells us that the this particular weave is very easy to use on rats and ravens, for some reason. We don't know the full effect on the weave on them, but we can speculate that one Forsaken can easily manipulate tons of rats if he/she wanted.

Well, they would have to want to. Ishamael might have had better things to do than supply the Shadow with thousands upon thousands of rats.
As for what Uno told us - it maybe true, maybe not, since Uno has no idea about strength of Forsaken and what they can do.

I think it's more credible that Myrddraals are behind the Shadow's eyes than that a True Power channelers are.
