COT was basically 'WOW big channeling going on, view point 7 on it, followed by view point 8', with some 'Woah is me, Faile was captured before and I still haven't gotten her by the end' with the only bits of action Ituralde's in the prologue and Egwene's capture in the Epilogue.
TGS split as I suggest would still have had:
Rand's descent and the death of Semirhage
Egwene winning over the Aes Sedai until Elaida has her imprisoned (cliffhanger 1)
Mat fighting in hinderstap then the Gholam at the end (cliffhanger 2)
Perrin fighting Slayer, then finding himself trapped by the Dreamspike having to either fight the Whitecloaks or win his trial (cliffhanger 3)

Plus you still had Tylee and Ituralde's battles in TGS would still be there. Nothing like COT. And with 3 cliffhangers at the end I'd be more inclined to think fans would be even more highly anticipating TOM to see what happened.
Sure, it would've been better than CoT, but this is a given, pretty much anything is It still would've been a disappointing and incomplete book since it wouldn't have a single plot arch completed and nothing major would've been resolved. I know I'd have been angry if I had to wait another year and with every plotline ending in a cliffhanger. Maybe even angry enough to give up on the series or at least wait for the paperback.
I'd much rather have a mixed up timeline of the different characters and every volume with its proper resolutions. than a whole book in which nothing major is resolved and everything is left for the next one.

Disagree strongly on the time line issue - TOM showed what a mistake splitting by 'clusters' was IMO
