And if they did this to Aes Sedai who came to conquer their continent, they might have some justification. But the Aes Sedai of Randland haven't troubled, nor shown any intention of troubling, Seanchan. Nor have the common people.
One could argue that the Seanchan are simply retaking a continent that was once theirs, Randland afterall did make up Hawkwings empire. The fact of the matter is, it's culturally ingrained within the Seanchan that Channellers are too dangerous not to be collard - And they clearly have the rescources to do something about it.
