One could argue that the Seanchan are simply retaking a continent that was once theirs, Randland afterall did make up Hawkwings empire. The fact of the matter is, it's culturally ingrained within the Seanchan that Channellers are too dangerous not to be collard - And they clearly have the rescources to do something about it.
The key word there is "once". It is not theirs now and has not been for many generations. As far as I can think of, there is not a single person alive with natural memories of Hawkwing. As well say that Britain has a right to go invade France to reacquire their old northern lands
