Running an empire is based on governance, rule of law. We see from the books the vast majority of those people living in Seanchan lands seem content, safe, and prosperous enough.

The fact of the matter is, The Seanchan in Avi's vision were living up to it's agreement. Avi's vision wasn't so much about the Seanchan then it was about the Aiel. They need to find another purpose and reason for collective existence post-TG. After all, it was the Aiel that unilaterally started a war that lead to their own destruction, simply because war was "all they know".

Who doesn't want the damane freed as much as they want to see the 3 Oaths go away?


The whole concept of Damane has been culturally ingrained in Seanchan society for generations, you can't expect them to change that on a snap. Sure, I'd like to see more liberal acceptance of channelers in Seanchan society, but I would also like to see the Peasants and Commoners of Randland have more say on who gets to rule over them, but that ain't likely to happen any time soon.
