Just a random thought on Sanderson's comment that there are only 6 women stronger than Nynaeve on RJs list ... then it started occurring to me that Cadsuane has never been particularly overawed by Nynaeve or Alivia's strength in the Power, and she's made a couple of interesting comments about Strength:

interesting that she specifically points out "has come to the Tower" in this statement ... almost as if she's encountered a woman stronger than her who never went to the Tower.


Then she makes this interesting statement in

And she had not been put through the lessons that what must be endured, could be endured. In truth, Cadsuane sympathized with her. Somewhat. It was a lesson not everyone could learn in the Tower. Then there is the comment Cadsuane makes about it being 270 years since she last encountered a task she could not complete ...

It all paints a picture that Norla was extremely strong in the OP ... perhaps she's the mysterious woman who is also ahead of Nynaeve on the list ...



While it is certainly POSSIBLE that Norla was of Forsaken strength, there is really zero evidence supporting it.

In any case, it seems likely that the 6 women above Nynaeve will all have been alive at some point during the series, else they might as well add anyone else who has lived in the last 1000 years, whether that be in the Aiel Waste, the land of the Seanchan or wherever, and there undoubtedly were other individuals during this time who matched or exceeded Nynaeve's strength and who never joined the Tower.

Personally, I think the answer to your question is therefore NO.
