If Semirhage is stronger than Nynaeve then it breaks RJ's statement that Nynaeve is as strong as most of the female Forsaken. Unless you are suggesting that Graendal is weaker than Nynaeve, in which case you have the same problem i.e. no sixth woman who is stronger.

We know that Moghedien is weaker than Nynaeve, and Brandon was sure about Mesaana too. Semirhage must be weaker or equal to Nynaeve in order for Graendal and Lanfear to be stronger.
