What I'm saying is that in a city such as Caemlyn where Mat could preset the parameters it would have been simple to find a handful of locations in a specific part of the city to have the gateway made. The population density has nothing to do with what I'm getting at ... Only that Caemlyn, while large by it's standards is still geographically and population wise small enough for Mat's plan to be easily orchestrated.
