Does anyone else feel the LOC Forsaken plan was scrapped in an unsatisfactory way?

The Dark One gave Demandred a radical new plan in the Prologue to LoC. "Will you unleash the balefire in my name? Let the Lord of Chaos Rule.
When Mesaana heard of it, she said it could hand them everything, but that it required luck and that Demandred was the gambler.
Supposedly Demandred set the major part of this plan in motion during LoC, with him asking the Dark One if he had done well at the end of that book.
Since then, Moridin seems to have crashed the party and totally replaced that plan with a new version of his own. He still uses the phrase "Let the Lord of Chaos rule", but it seems as if Demandred and co. are not as happy with the plan as they were originally, and that much of it has been changed since Demandred first introduced it to the other Forsaken.
To me, the whole issue was dealt with unsatisfactorily. Is the original plan still in motion? And when is Demandred going to unleash the balefire in the Dark One's name?
The Let the Lord of Chaos Rule plan is Demandred's plan. The Dark One entrusted him with it. To now hear that he was most likely just building an army in Murandy for all this time doesn't make sense.
It is as if most of LoC was a wasted book, as the Shadow hatched brilliant, menacing sounding plots only for them to make a U-turn somewhere in Book 7, and head off in a different direction once Moridin returned.

That would be a great twist--- Elza could end up saving Rand from his own ability to kill a woman
