A system that relies on both leaders being competent. In a system where the defining criteria for achieving that position is that your parents were the previous rulers, or that you married the current ruler. Nothing in that system encourages competence at all.

And what happens if these two supreme but equally powerful authorities disagree? Paralysis on the Blightborder?
