The Channelers had been going though a fight that lasted many years they would teach what they knew when they could. It seems that for most the ability to travel takes skill and strength.
Also if an Aes Sedai founded the Tower she may have wanted to keep some skills to herself, wether it may have been a prophesy or her judgment not to let the tower travel where ever... it could have been that only the Amrylin new the weave and never passed it on or it died with a later Amrylin
