I'm assuming you meant "married Tigraine"? In that case, no he wasn't. He wasn't removed as Laman's heir at that point because he didn't marry into Mantear.
Galad gets no consideration as an Heir to either the Throne of Cairhien, or as HighnSeat to either House, despite his lineage. Making him a Damodred up front only make sense if Laman was gong to name him heir, which he clearly did not.

Laman couldn't name Galad heir because when Laman was alive, Taringail was heir. Why would Laman name the second in line as heir?
The question becomes why on earth would Andor agree to allow one of the Royal Line of Andor to be excluded in this way without a written treaty making him the legal Hier to the Sun Throne, just like Elayne put n place with Faile/Perrin.

Because Galad was never in the Royal Line. No man in Andor can be in the line of succession to the throne. And his being in line to House Mantear was never a question at that time because Tigraine was alive, and likely to give birth to a daughter who would take over that role.

House Damodred, on the other hand, had every reason to want the son of Taringail and Tigraine named as a Damodred. This way, Laman's succession is secure, and with Taringail's heir bound to Andor's Queen by blood, both House Damodred and House Mantear profited by ensuring their monarchies would be linked.

Your misunderstanding stems from assuming Galad was in the Line of Succession in Andor. That could never happen.

That obviously didn't happen since it boiled down to another House claiming the Sun Throne with no real push back.

Not true:

By spring of 979, Cairhien, having lost its King and much of its military might to the Aiel War, underwent an internal political realignment of Houses, also known as the Fourth War of Cairhienin Succession, which resulted in House Damodred losing the throne to House Riatin. The conflict was played out primarily through the great Game of Houses and never quite broke into a civil war, which is not to say, of course, that there was no bloodletting, but none of the many battles involved more than a few hundred men on either side. This political reorganization seemed to bring with it an end of hostilities with Andor, but it also meant that Taringail Damodred would no longer be able to fulfill his dream of having a son on the throne of Cairhien and a daughter on the throne of Andor. Those close to him have said that this embittered him, and some believe that he may have planned to take the Lion Throne of Andor for himself. He was assassinated in 984, leaving all plans unexecuted. Most sources believe the assassination was ordered by House Riatin of Cairhien as a means of preventing any coup by the heir to House Damodred, but there were rumors that it was done by someone loyal to Morgase, to protect her from Taringail’s ambition.


So, the Fourth War of Succession happened. Taringail lost. His dream of Galad as Cairhein's King was shattered. He was killed, and many believe it was because of his plots against Galldrian. At the time of his assassination, he was the heir to House Damodred.

That last proves that Galad was always in line for High Seat of House Damodred. But he never ended up there because his father was assassinated. After that, Morghase could have plotted for Galad to be named High Seat, but she didn't because that would have meant entering the toxic politics of Cairhein. She chose instead to continue rearing Galad as one of her own.
Galad would have been a fantastic choice for the AS camp, an aunt who is AS is the next best thing to having an AS ruler in place.

Sure. That didn't happen, though. Once Moiraine ran away, the Tower probably did try to have Galad named king with Taringail as Reagent. From Jarna's conversation with Moiraine, it appears she thought Taringail would have been a good choice but for the Cairheinin law which made it impossible for him to be King. But the Cairheinin were likely tired of House Damodred, and the Tower had probably fritted away quite a bit of influence by pushing for Moiraine.
Damodred was in decline as Moiraine indicated when she discussed not wanting to be Queen of an unsavory House lineage. The fact that Taringail was not even considered as a candidate, nor was Galad during this time speaks volumes.

Who said Taringail wasn't considered? Jarna mentions him as a candidate in that very conversation!
If they had some kind of treaty in place that included Galad taking the throne of Cairhien then he would be the King already.

Of course not. No King will accept a treaty like that. The treaty can only provide for Galad to be considered in the line of succession, not guarantees to his ascension.
By the time of Laman's death Galad must have been close to 10, which means when Tigrain vanished he should have already been named either Heir to Cairhien or House Mantear.

He wasn't named heir to anything because Taringail was alive at that time. He was not heir of Mantear since as soon as Tigraine vanished, that role went to a cousin, since Galad at that point was still more valuable as second in line to the Sun Throne.
