I only remember the one quote by Pevara saying the BA SC met hooded, not anything about rank-and-file BA having meetings.

The DF social doesn't really matter, it was either Verin and Liandrin, or Alviarin and Liandrin, and none of those have an exceptional strength (not to mention those rules about secrecy have been violated many times since the Forsaken are out).

It would only take one face to face meeting with a member of her Heart for Sheriam to be given away. Galina and Alviarin are also among the stronger AS and it's confirmed that they are SC members.

It seems highly unlikely that an organization as large as the BA can function 100% of the time through secret coded communication. With the Forsaken entering the world and not caring about the secrecy it would have been even more difficult. Do you really think Delana didn't know Sheriam was BA?
