Until the end when she broke off all diplomatic relations with the Tower and refused to have an advisor at all.

I'm making an intuitive leap based on what we know of the Towers political practices. Which supports that the Hall or at least the Amyrlin would have to bless Elaida's role. With her having no experience, her strength was her most compelling feature. Stupid reason YES ... No one is defending the idiotic hierarchy, just pointing out that it almost always plays a role in AS decisions.
