If the hunters had gotten the sign for Talene they would have either mentioned it or used it ... The level of frustration they express at coming to a dead end indicates to me that if they knew it they would have made an attempt to use it, of only to discover a new start.
Too much risk, perhaps. A Black sister would be suspicious seeing somebody parading around the Tower, proclaiming they're Blacks, especially since they already have ways of communicating that don't require outing yourself. Why would any Black sister wish to expose herself like that and lose the advantage of anonymousness that all others have? You'd have no idea which sister might have recognized the sign and no idea when they were going to contact you or whether they would do it alone or if the whole Heart would come to meet you. And what if somebody saw you that knew you weren't Black? IIRC Talene had no idea that it was only Alviarin who knew the identity of every Black sister.
even Delana was surprised when she saw it. Given that each of the Hunters was a powerful woman in her own Ajah there is no reason they couldn't have private conversations with women in their rooms, or perhaps have the 2 ferrets from her Ajah with her and see if a women they give the sign to reacted. Not to mention they never even mentioned knowing about secret signs, despite discussing the Heart structures in pretty solid detail.
They could not do that. If they discovered a Black sister, they would have had to deal with her: tell her a credible story why they gave the sign etc. That would be difficult, AS can't lie, and the Hunters could not in any way risk a confrontation with a Black. If it took them so long to act sometimes it was because they feared attracting attention by luring a woman to the basement and waited sometimes many days for an opportunity to catch her alone, where no one could notice. There's no way they would have risked confronting a black anywhere in the Tower, not even in her rooms - anyone noticing anything odd and they could have been in serious trouble.
