The Sea Folk don't have the manpower to replace all the caravans and shipping that pass through Andor. All they will be able to do is make import/export easier for Andorans which will bring wealth to the economy and further stimulate trade.
Yeah, let's give up. Some of the points you raise lie lack of manpower (when in the system I see all they'd need is a few Windfinders assigned to each enclave, enough for a circle to make gateways sized to allow wagons through) it's pretty clear my explanations aren't clear enough and I'm not sure how to explain it better.
