Rand is more to fault as he Balefire Natrin's Barrow leaving Graendal in a place to put together this plot when handed a Dreamspike. Hopper died because he was noble and refused to leave Perrin to fend for himself ... Perrin would have been in the same situation had Faile never been kidnapped.
