They had no problem finding the learners, of course, for the same reason they had no problem finding the sparkers: their society is organized enough that they can't miss anyone. They have Wise Ones who can channel assigned to nearly every hold, and always hundreds in every clan. But not every learner became a Wise One or even asked to be tested.
