We learned that her strategy was not much beyond a disguise and capturing Rand; it was the interruption of the disguise that caused her plan to fall apart (and her to panic). So, yes, there was no grand plan...but the point needs to be made that she was never pointed out as the most intelligent or cunning Forsaken; only the most sadistic.
In fact, her escape actually followed a few theories pretty well. I wish those writers would step forth, because she ended up being let free, using the male a'dam and getting a Black Ajah sister to use the other end. The only thing that messed her up, once again, is her hobby with causing people pain. Oh, and too bad Min, once again, ended up looking a bit useless, even though I think she prevented Semirhage from going on a royal killing spree with puppet-Rand, so she may have saved Cadsuane from getting tortured to death as per other theories!
