The amount of Power used to make a gateway is quite large. There's no indication that Avi's gateway is far from Seanchan civilization, it seems likely that the damane nearby simply sensed the creation of the gateway.
Except, there would have been no damane nearby when the gateway was made because there was a blizzard happening and it was the middle of the night.
Asmodean mentions that anyone within a mile could have felt what Rand did, I would assume that the gateway takes nearly as much Power and therefore a damane wouldn't have to be that close to sense it. Plus, with it being open they could likely still sense it.
Human beings, who are almost unique in having the ability to learn from the experience of others, are also remarkable for their apparent disinclination to do so.
How to disrupt gateways that are made into a battle zone...
