I don't think 6 "people" meaning both men and women are stronger than Nynaeve. He probably meant women.

The definites that are stronger than Nynaeve are Alivia, Sharina, Graendal, and I would assume Cyndane. I think when he was talking about Cyndane's strength, he may have meant it was must less than Lanfear's previous strength, or he just mis-spoke again.

The other women stronger than Nynaeve are probably Talaan and Someryn. Or it could be 2 randoms we haven't seen yet.
