It takes about 10 seconds to create and tie off 6 gateways, right. I'm guessing a Forsaken strength channeler can create maybe 100 gateways per day before being exhausted?
So, if the Forsaken really wanted to destroy civilization and sow chaos in the world, why didn't one of them Travel to the middle of the ocean, and start creating gateways at the bottom of the sea? The other end of the gateway could open up into outer space, and be tied off.
If Ishamael had spent just a small portion of his cycles of freedom over the last 3000 years doing this, the Shadow could have had 1000's of gateways at the bottom of the ocean by now. The difference in pressure between the bottom of the sea and outer space is tremendous, and the result would have been an incredibly powerful flood of water draining out of the oceans and emptying into space.
Over the course of 3000 years, the ocean would probably have drained away, or at least decreased in volume by a significant percentage.
Without oceans, the planet cannot generate water vapor, clouds and rain.
Therefore, over three thousand years the entire world would probably have become like the Aiel waste - if not worse. No crops, no cities, no civilization.
The Shadow's victory would have been much easier.
