RJ said long ago that like 1 in 100 people can learn to channel, of those 1 in 4 will do it without trying. So Nynaeve is rare in two ways. First she's a wilder, (1 in 400), and secondly she's very strong. RJ also said something along the lines that there are many more channelers of the low-mid power range than the high, ie the chance of a lanfear isnt 1 in 21, but probably like 1 in 1,000,000. or more. After all Lanfear thought it impossible to even she another at her strength.
