You PUT DOWN a rabid dog. One that bites one person might not be insane, but a tendency for murder is different.
Do you think that a murderer who kills a whole family deserves equal punishment to someone who kills just one family member? Sure, both are murderers, but the degree of the crime most certainly matters (not least of all to the family!)
