Before being Stilled Siuan was clearly stronger. Now she and Leane are pretty much equal in Power. If they had lost a set value from the Healing they would have maintained the same Power difference.
If you do the math (Siuan staring at 50 and Leanne at 45) they end up as a 16 and a 15 (very weak AS), which works cleaning if they each lost 2/3 of their strength yet wind up very close to each other.
I think a fixed % is far more likely in this case, for the very reason you state! The conduit needs the opposite source to be 100% effective.

I think I worked out that they lost 15 strength once, though I used 10 in the examples above with Fionwe.
Siuan : 25 - 15 = 10
Leane : 24 - 15 = 9
That essentially makes them a third as strong as they used to be. There's no proof that they're equal. Leane directly says that she's weaker than she was, and so is Siuan, though both were once very close in strength.
Of course, I'm scandalized that you think that Siuan has a strength of 50 - as if two of her could match Rand al'Thor. Perhaps this is for that other thread though

Leane pre-stilling was about Sheriam level, and would have been expected to defer to one of Siuan/Moiraine level, if only in a minor way... in their current situation Leane is the "pet" because she has shown that she has accepted her new place... if she was weaker than Siuan she would not be able to openly be rude/hostile etc., which she clearly has been, and keep up her facade.
My thoughts on that are that Siuan and Leane were about 45-50% of the maximum strength of total female potential (which may be too strong, but given that 3 unexceptional Sisters, Daigian is probably about a 10, Nesune could be as high as a 35 and Erian(?) maybe a 25, could hold Semirhage (who is likely in the 85 range) this seems reasonable to me. Since we know a weaker channeler can hold a shield, this seems likely or they would have needed a fourth AS to hold the shield.
We'll have to disagree on how we view the scales until we are given something definitive... I believe the AS have a wider spread amongst themselves than the Forsaken do... as in maybe 25 point spread between the highest and lowest FS and probably a 50 point spread between highest and lowest AS.
As to Rand, It's well known that men have several levels above the highest female potential. The numbers themselves are only really relevant in terms of how much weaker they are than before their Stilling. I'm not assuming Male and Female strength is on the same scale! Rand on the female strength scale could be a 150 for all we know!
