Those Asha'man (Rochaid, Kisman) were probably acting under authority of Taim, who appears to be acting under authority of Moridin (not Demandred).


If Moridin was in charge of Taim, why would Graendal say that Dashiva and Demandred were tasked to keep an eye on Rand?



Because Dashiva was actually part of Rand's entourage at that time, and it's possible that Demandred was operating in the South near Illian/Tear or could potentially be posing as one of the various Nobles close to Rand.

Plenty of options!


If you use Dashiva's presence at the Black Tower as evidence that Moridin was running it, then you should also say that Moridin was in control of Egwene through Arangar, which wasn't the case. Arangar was pretty much running her show just as much as Semirhage was running her show in Seanchan, and Mesaana was running the White Tower.

In the same way, Dashiva was at the Black Tower, but he only arrived there in Book 7, long after it was established.

And in tGS Graendal states that Moridin was limiting himself to the Blight, and didn't get involved in anything in the South.

So who was running the Black Tower before Dashiva arrived, after Dashiva joined Rand, and after Dashiva's death?

If Demandred isn't doing it, then the only alternative is that Taim is left to do it himself.
