There's also reason to believe that someone is messing with the Sea Folk - Mesaana ordered Alviarin to wipe out Tremalking, and I wouldn't be surprised if Demandred bartered with her to achieve this ("Send a BA to kill Tremalking and drive the Sea Folk insane with grief, and I'll ensure that when you send all the remaining rational tower AS to the BT, they'll get bonded as warders or disposed of".
IMO, Pevara and co. are toast. Though then again, it's possible that Taim doesn't realise the bond can be used to compel people, or that he thinks that this way, if his Ashaman die then he will be casting an equal number of Lightsiding AS into grief at the same time.
