Egwene could have escaped or been rescued at any time; that was the whole point of why she had to continually assert her authority to prevent the Rebels from doing just that.
Also, a Fourth Oath of obedience to the Empress is one of the worst things that can happen.
I think that the main thing to keep in mind is that the Seanchan were created because of The Shadow's tampering with Hawkwing; they aren't an enlightened "meritocracy" because ultimate authority is centralized within one person to such a degree that this person can, at a whim, have random members of his or her court fitted with the a'dam for their pleasure.
Also, this government maintains loyalty through the use of a ter'angreal.
I don't think they have a model worth emulating.
