And I think people are so quick to burn Egwene at the stake for this that they forget that this has been done before, for centuries - it is called being "Sealed to the Flame", and is a way to ensure silence and loyalty when given missions of the utmost importance to the Tower.

The same happened with the Sisters originally sent to hunt for the Dragon Reborn, info about the 13th Depository and other secrets.

Egwene basically set them a penance which demanded that these Sisters regain their honor by proving their loyalty - but she didn't want sycophants; she wanted them to learn the Aiel Way, where your word is your bond, not a Compulsion set by a ter'angreal.
