As for obeying orders, I think it's fairly clear from LoC that the DO has given all the Forsaken contradicting orders and promises (Demandred, Semirhage, Graendal and Moridin all believe they will be/are Naeblis, and the rest probably have heard that promise). To be completely honest, until we know the DO's aim, we can't really say whether the FS have failed, or have merely been used.
