She is a composite of some of the most powerful/fearsome figures in mythology and history:
Circe/Aphrodite/Grendal
Goebbels/Goering/Mengele
Messalina/Poppaea
IMO her parallels are to far more powerful people/myths than most of the others (certainly any of the other women)! She's in many ways the perfect femme fatale ... more so even than Lanfear or Semirhage.
IMO she is a frightening because she is not overtly driven by one over-arching factor like jealousy or random sadistic nature. She's cold and calculating and willing to do whatever it takes to achieve her desires.
I have long found her to be at least the most interesting of the Forsaken
