I remember DomA, before the book was released, suggested that Siuan would confess her wrongdoing to help heal the rift between the Aes Sedai, and take all the blame, leaving Egwene clean.
Egwene is clean of this. She inherited this from Siuan, by the time she knew it for lies, she was in way too deep (as were the rebels). Her using it for political advantage is just smart ... The worst thing that can be said is that Egwene lied by omission, condemning her for this is unfair.
Siuan, on the other hand, should face some serious sanctions IMO
People can and should be condemned for not fixing things they know are wrong. This is the equivalent of a child claiming 'I didn't start it', and Egwene herself chastises Aes Sedai in The Gathering Storm for not fixing the Tower division through the excuse of 'we didn't start it'.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
