She could keep the secret. If you know or have good reason to suspect that revealing information will bring harm to someone, you have no right to reveal that information unless there is also harm being done by keeping it. In this case, no. All that was at stake were the egos of the Sitters and their wounded pride, not Tower Law, is what would have motivated the punishment of Sheriam & co. Egwene had no right to tattle on them, much less parlay her knowledge into personal profit.

Egwene doesn't seem to think hiding the spies from the Hall was a crime. Siuan even mentions the eminently logical reason of fearing the Black Ajah. That won't stop the Hall from being unreasonable, and Egwene had no way to stop them. She planned to stay silent about their actions, but she did intend to use them to ensure that these women treated her as they are supposed to treat an Amyrlin.
So what? Good motives do not excuse bad methods.

Also, an Oath of Fealty, especially from an Aes Sedai, is vastly different from an Oath of absolute obedience.
