So, I guess the Wheel provided the physical body for Birgitte's soul, since my understanding is that it was her soul that was ripped from TAR. I don't think the Heroes of the Horn, when they reside in TAR, are in TAR "in the flesh". I think they are just souls who use TAR to create images of themselves (or, the Wheel creates the image, based on the Hero's most recent incarnation - something like that). If that's right, then the Wheel simply created a physical body based on the TAR image Birgitte had chosen/been assigned.

Still sounds pretty wacky ...
