This somewhat makes Semirhage's reasons for joining the Shadow rather ridiculous, though, unless as Mesaana indicated, Dreaming and manipulation of T'A'R was not an area of skill that Semirhage was good at.
In addition, it would make sense that Mesaana would order all the dream ter'angreal to be stolen - the Black Ajah members could stalk T'A'R and capture unwary Aes Sedai or Dreamwalkers and force them to join the Shadow that way.
