When did Merana comment on Elayne?

Merana says that till Elayne, no one had come to the Tower who matched Cadsuane, much less surpass her.

But the Glossary says:

Thought to have been born around 705 NE in Ghealdan, which would make her the oldest living Aes Sedai, she was also the strongest in
the Power found for a thousand years or more until the advent of Nynaeve, Elayne and Egwene and even they do not far out-step her.

This is even better. Apparently, even Nynaeve isn't that far above Cadsuane. Which of course makes Egwene and Elayne pretty clos to her.

Nice quote. Cadsuane also says that Alivia is 'well above her' in strength, so once again the quotes are oppositional.
