It seems to me that looking at it from the standpoint of the characterizations we have seen that this conflict should have been over a long time ago, and the only reason it went on this long is to give Egwene something to do until she can become the Amyrlin.

Somewhat similar to how the Faile kidnapping storyline dragged itself out to give Perrin something to do for a few books.

Both story lines ended rather neatly tying off random loose ends as they did so.
