And given all else that has been discovered or recovered, how far are you willing to bet the Seanchan cannot find a way aroud the Oaths, or uses for Aes Sedai that allow more combat-capable damane to go to the front. My own personal opinion is that channelers contribute better to warfare away from the front lines of battles. Granted, the way in which the Seanchan use their damane limits most of the support functions at which channelers can be so useful, but they are the most professional and creative military institution in the known world - they can definitely find uses for the restricted damane.
They can probably use them for Healing, note that Tuon finds Healing to be very useful. From a military PoV, Healing will allow the wounded to get back into action in only a few days at most, compared to weeks or months for recupery. And Healing can also save the lives of soldiers who would die from what would be a fatal injury.
And then there's Travelling. Note Egwene's biggest concern was preventing the Seanchan from learning that at all costs, since they'd just be able to Travel right inside the WT at will. The Seanchan would definitely be able to use Travelling to their advantage. "Would" should probably be "will" since Elaida was stupid enough to get captured and she knows the weave.
Even the Oaths aren't a serious hindrance. All the Seanchan have to do is put former AS damane in harm's way where they can channel. I don't see them doing this with more valuable AS like Yellows who will be better at Healing, strong sisters who can make gateways well, or AS who have a broad set of skills that would be better use to teach other damane.
It is simply tough luck for any sisters who plunge to their deaths aboard them.
I'd say it's their fault for forgetting the weave for Flying, but in all fairness they probably wouldn't be able to use it properly while collared.
