Yes. It has always surprised me that the Marauders could not see through Pettigrew. Granted, my image of the dynamics of the group is quite heavily influenced by the Shoebox Project, but I think I got the same impression from the books as well. I am sure someone describes Pettigrew as someone who was always tagging along, rather than a fully fledged friend.
We don't have any indication that Pettigrew was a Death Eater or intended to be one until well after leaving Hogwarts. So for all that time, I don't think there was really anything about him that the Marauders should have noticed but didn't. But absolutely, he is described as always tagging along, and we see the others making fun of him and generally disrespecting him. The Marauders really seem to have a hierarchy of three levels, which I suppose is realistic enough - Sirius and James lead the group, Remus is also a friend but clearly below them, and Peter is just the guy tagging along.
