IIRC from my research project circa 7th grade on JRRTolkien, he approached numerous publishers with The Silmarillion and always was rejected. Finally, he gave up trying to get it published and that is when The Hobbit was brought to light. Wasn't the original Silmarillion publication done just a year or so after his death? Christopher Tolkien couldn't have been working on collecting everything together before his dad even died in order to make his dad's life-work a cash cow. Granted, this has happened more recently, with all of the extras: Hurin, Sigurd, etc; but I definitely don't think this was the case with, The Silmarillion.
