It seems like it makes it pretty clear that the Fidelius charm was hiding the people and not the place in this case. But at the same time in Order of the Phoenix, Harry couldn't see the headquarters until he was let in on the secret. So it seems a little ambiguous to me. Maybe it depended on what the person performing the charm wished to hide. Or maybe like you said, Rowling just hadn't really made up her mind on what the charm actually did at that point.
