The sites Werthead is referring to (Westeros, SFF World, Chronicles, etc.) do not allow anything other than a static avatar, while several of the personal smilies here are animated and some are as large as 200x80 pixels, or twice the size of the static avatars. That is not taking into account the huge image limits on the Profile pages. All of that is not permitted on the SFF sites referenced above because they are considered to be eyesores, so thus his puzzlement at why some here would consider those to be a good thing.
