The Armenian genocide involved a lot of forced marches and basically killing victims through sheer exhaustion and starvation, and happened quite chaotically. The Ottoman Empire at the time didn't really have a civil society that compared to Germany's in the thirties, or the organization or legal system to do anything similar to that. In terms of numbers, it would've been far smaller than the Armenian genocide, or the Rwandan one, or the Khmer Rouge.
