I wouldn't be happy about wearing it either way, though now that the well documented and serious dangers of lapbelts have forced their replacement with shoulder harnesses it's more of a comfort issue than anythng else. I still wouldn't do it unless others in the car insisted, but there's a difference between saying, "you can't ride in my car without a seatbelt" and "I'll fine you $500 if I catch you riding in someone elses car without a seatbelt".
