God gave us free will; that does not mean He intended every human act, else it would be incredible unjust for Him to hold anyone else accountable for sin He foreordained. He takes into account acts He knows we will commit, compensates for them so we do not individually or collectively derail the universes destiny, but just because He cleans up our messes when necessary does not mean He made them in the first place.
Is God all-knowing? If he is, then he knows what will happen before it happens. If he doesn't do anything to stop it, then he intends it. It's really that simple.
So yes, he/it are unjust.
