The people giving them a second chance need to be willing to sit down with the next child they rape and his or her parents and explain their second chance theory to them. We have almost 7 billion people on the planet we can cull a few of the truly bad ones out.

That's not to say I endorse moral relativism or don't believe in personal accountability, but I'm leery of writing off whole segments of the population with decades of life left. I'm certainly leery of delegating such decisions to the same people I know for a fact you don't trust to run a national healtcare system. Any parent that needs the concept of a second chance explained to them is a pretty sorry parent; the stakes are higher for pedophiles, no question, which is why I wouldn't give them more than one second chance, but I'm not willing to say, "you did something, one time only, that's so reprehensible your life is over. " If you're going to do that maybe you should just go ahead and kill them; it's more humane. Criminals aren't poor little victims we need to coddle and pet till they're all better, but they aren't sub-animal filth we need to publicly incinerate either.
