Testing shows that it is not.First off, an easy counter to that claim, from someone into this, would be pointing out that computers also have an amazing shortage of neurons, and are definitely better at recall than brains. If you're not heavily versed in the scientific method, you can know a lot of science and their claims can sound logical. Water, to those lacking a skeptic's mind or a lot physics and chemistry, can appear to exhibit some of the suggested traits. For one thing, many substances do exhibit 'memory' of a sort, though it is simply a byproduct of the minimization, we basically use that aspect of crystals and metals to produce semiconductors. Liquids can't do this, because the nature of liquid is basically patternless, but knowing why this is takes a lot more than High School Science.
